We looked carefully at the forty-two questions Cabinet Office put out, especially the part about how bids could be evaluated. This means that it will be harder for small businesses and other organizations we work with to get contracts. The government is announcing that it will be using the most advantageous tender process to choose the best bid.

This new variation would make sure that the government knows that the cost of a particular contract can include the social cost, which is a part of the normal assessment of bids.

The new evaluation system is already in place, so the extra words are to help smaller businesses feel more confident about bidding on contracts. Hopefully, this will encourage more small businesses to bid on contracts, without having to worry about being undercut by larger companies.
